Energy Pathway Initiative
The EPPB has partnered with the Permian Strategic Partnership (PSP) to respond to a gap that the PSP identified in its landscape analysis of CTE programs in the Permian Basin. The analysis found limited secondary and postsecondary pathway development and preparation for entry into the energy field. PSP is supporting the EPPB to serve as the backbone/intermediary and offer support around the design of and launch of an Energy Program of Study that aligns with credentials of value and post-secondary pathways. The Energy Pathway Initiative is a collaborative effort in conjunction with the PSP, the Education Strategy Group, Pathful, PetroSkills and select Permian Basin school districts.
Texas Impact Network
The Education Partnership of the Permian Basin has been selected by the Texas Impact Network to serve as the regional backbone organization in the Permian Basin. The Texas Impact Network is a joint venture between Educate Texas and the Commit Partnership formed to provide accelerated support to school systems statewide in effective implementation of HB3, specifically the Teacher Incentive Allotment (TIA), the CCMR Outcomes Bonus, and the Additional Days School Year (ADSY) opportunity for elementary schools. Technical assistance related to TIA and CCMR is provided by regional partners, either directly by in-house staff or through partnership with experts. Regional partners participate in a statewide learning community and receive training and resources to support regional implementation.
The EPPB is currently supporting the Midland Independent School District (MISD), in partnership with Empower Schools, with their Teacher Incentive Allotment (TIA) initiative. Additionally, the EPPB has supported the Ector County Independent School District (ECISD) and MSD, Greenwood ISD, Crane ISD, and Pecos Barstow Toyah ISD, in partnership with Contigo Ed., with their College Career Military Readiness Outcomes Bonus deep data dive.

EPPB has partnered with Crane ISD, McCamey ISD, Grandfalls Royalty ISD, Buena Vista ISD, Odessa College and Midland College to create a rural collaborative. The planning phase of the collaborative started in September 2022 with the aim of bringing together a handful of geographically proximate rural school districts and partner with Institutions of Higher Education (IHE) to identify promising career pathways and develop mechanisms for sharing CTE resources and strengthening postsecondary pathways. The program officially launched in August of 2023.
To assist with the development, establishment, and support of the PBIZ , EPPB is partnered with Empower Schools, Steady State Impact Strategies, and CareerCraft.
Valley Rural Collaborative (VRC)
The Valley Rural Collaborative is a first-of-its-kind partnership among Lake Arthur Schools, Hagerman Municipal Schools, and Eastern New Mexico University – Roswell, led by EPPB. This innovative initiative is transforming rural education in Southeast New Mexico by creating shared, high-quality college and career pathways tailored to local workforce needs.
In partnership with Empower Schools and Steady State Impact, the Collaborative is launching a Software and Programming as well as a Teaching and Training pathway. Each pathway includes work-based learning, mentorship, and industry credentials, preparing students for high-demand careers and future leadership roles in their local communities.
By sharing resources and expertise, the Valley Rural Collaborative is breaking down barriers that rural schools often face and building a sustainable, regional model of equity, opportunity, and innovation.

College, Career, and Military Readiness Professional Learning Community
The Permian Basin is faced with many workforce challenges. One way that we can help address these challenges is by increasing the % of students who graduate from high school “College, Career, and Military Ready (CCMR) ” and prepared to enter into high-wage, high-growth careers in our region.
To help deliver on this ambitious goal, the Education Partnership of the Permian Basin (EPPB), through our Grow Our Own Action Network (GO2), has invited all Permian Basin school districts to join our regional CCMR Professional Learning Community (PLC).
The purpose of this CCMR PLC is two-fold: 1) to help our partner districts and institutions build capacity to dramatically improve outcomes for all students and families and 2) to help advance the regional workforce goals of EPPB and our Grow Our Own Action Network.
To deliver these CCMR PLCs, EPPB is partnering with Contigo Ed. The Contigo Ed team has provided direct CCMR strategic support to over 50 districts across Texas, including several districts here in the Permian Basin. Based on their work locally, Contigo Ed is quite familiar with our regional context and has a strong understanding of our current CCMR data and results.
